Here are my suggestions on delegation and password sharing.
Password sharing should be explicitly banned in the site rules. No exceptions. A suitable punishment should be agreed.
Delegation should be used flexibly.
In a FFA - no diplomacy game there should be no delegation at all to active players. Only an outsider can cover for you while you are away.
In a FFA - diplomacy game there should be a limit on the number of delegated players an account can run. Maybe one is best.
In a TEAM game, all members of the team can delegate to any other member of the team. But delegating to a member of another team should be banned.
For a FFA game, I agree.
For a FFA game, I tend agree. I now see that delegation in a no-diplomacy game would only create problems.
I think in a FFA - diplomacy game, however, you should be able to delegate to one of your allies (who does not have the control of any other player besides himself) even when you are not away, mostly when the player does not have sufficient time to devote to the game.
If we are limiting how many delegations one player can have, maho needs to allow the player receiving the delegation to cancel it at any time himself.

FFA-diplomacy delegation
I know I'm new here so excuse my meddling.
I've compiled a set of rules for delegation in a FFA-diplomacy game that I think should limit the possible abuse of delegation that I've been reading about on the forum but still leave enough room for the ones really needing a delegate.
Please note that I had no chance to play longturn yet so I might be completely wrong with the rules. I also didn't look at the code of freeciv so no idea if such rules could be implemented. Just treat this as loud thinking :)
1. Each player can be a delegate to only one account at any given time and each account can have only one delegate at any given time.
2. Delegation will be impossible in the first 14 days since the account creation.
2. After delegating control to a delegate, owner of the account will be unable to end the delegation for 24 hours.
3. Owner will have a read-only access to the account while the delegation is active.
4. Maximum time of the delegation will be 14 days after which control is automatically returned to the owner.
5. If during the last 90 days an account has been under delegation for more than 25 days, it will be marked as idle.
6. Longer delegation periods can be accepted on a per-case basis to be decided by the game administrator.

I hate password sharing.
Yes and you get a delegation in start of a game from someone play him by all game to have double start and big adventage (this guy is not back to freeciv after vocation or he never want to play) keep this nation alive till very end, and finish him off because you dont need this player anymore.
It happend in last games. This is another thing we should considering, vasation-idle-list like setting delegation only for some amount of time, there used to be idlers and there used to be that we are changing idlers by some living players who want to join.
If someone dont have time to play in FFA game he should quit, not give pass to anyone that will have adv.
If not in short time will be situation that someone will make more accounts and set delegation for him in early stage of a game to ruin fun rest of us.
Coordinating moves is not the point to use more nations, if you want coordinate so coordinate but not use someone account who are sleeping right now because it wasnt created for it, this is same like password sharing, thats all.
If you want to use delegation in the same way like LTXV make a poll, because there was a poll that says we should use delegation only for cases that we are offline more then one turn.

I think you guys confuse a TEAM game vs a FFA no diplomacy game where the whole team/multiple people share the same password/nation.

I agree for the most part. The rules definately need to be more lax when more coordination is needed.
The only thing I disagree with is in FFA - no diplomacy games. There will always be 'unofficial' pacts and alliances, so I think you should be able to let someone cover for you while you are away, if you so choose. (Since in the end I think only one player should remain, you could face eachother at end game, and the other player would have insider information about you)
