I didn't forget. I just don't see it in settings. LTXVI has no foggedborders, LTXVII inherits settings from LTXVI and I don't see any "set foggedborders=x" in polls.
Or maybe I forgot something, so please remind me when have we set foggedborders to 1?
Players might not know that Maho must enable a setting to fog the borders.
Vanilla 2.1 servers never fog the borders. Longturn has a patch that fogs the borders, but players might not understand that the patch adds a foggedborders server setting, and that someone must enable foggedborders=1 to fog the borders.
When I first connected to LT17, I reviewed the server settings (through Game > Server Options), and saw the foggedborders setting. One of the Military options was foggedborders. Short description: "Whether border changes are seen through fog of war". Long description: "If this setting is enabled, ..."
I observed that foggedborders=0 in LT17. Using the short description, I assumed that foggedborders=1 meant that "border changes are seen through fog of war", while foggedborders=0 meant that "border changes are not seen through fog of war". I therefore believed that LT17 would fog the borders.
So I later became surprised, when I saw changes to borders in squares being underneath the fog of war! With this surprise, I checked the long description of the server option. "If this setting is enabled, players will not be able to see changes in tile ownership if they do not have direct sight of the affected tiles. Otherwise, players can see any and all changes to borders as long as they have previously seen the tiles." So then I knew that foggedborders=1 fogs the borders and LT17 does not fog the borders.
Earlier this month (January 2010), I downloaded the beta 2.2 server (which includes the foggedborders server option), and learned that foggedborders=0 is default. So the patch by default never fogs the borders.
I checked this web site, and learned how LT15 and LT16 fogged the borders, but no one ever made a poll for the foggedborders option. So I assume that we forgot to enable foggedborders=1 for LT17 because of no poll.
In response to this forum thread, Maho seems to have enabled foggedborders at or before 2100 BC (T38) in LT17.
