It seems that 12 hrs will win, but I want to mention that an exact timeout of 12 hrs may be unfair for some players. The turnchange will be static and will not cycle. Some players will have their turnchanges always at a nice hour like 08:00/20:00 or 10:00/22:00 localtime, others will be handicapped the whole game with 03:00/15:00 or 05:00/17:00.
So let's change 13h.

I don't know why you put ONLY 18 in your voting. It's like you go to first turn of presidental voting, vote to your favourite (which fail) and don't go to second turn.

no, in such case you vote to
no, in such case you vote to 18, in first turn it failed then you vote to 16, it failed in 2nd turn, then you vote to 14 and it has equal number of votes to 12, which means that it *might* win (I think random is used in such case).
So your way of voting (my candidate and only my candidate) gives win to option you dislike the most, instead of let the "lesser evil" win.
13 hrs means a 2 hrs shift
13 hrs means a 2 hrs shift per day. It doesn't need to be so fast. With 12:15 we'll get a full cycle in 48 turns (~24 days). I think, that's enough.
