LTXV - Add Migrants

I suggest we add migrants in LTXV.

Migrants are just like Settlers, but cannot found new cities. They instead can move from a city to another one, and work land. They cost 15 shields instead of 40 to build.

Older longturn games used migrants but they have yet to be tried on the 2.1 games.

My reason for adding the poll is I like to be able to move population across from one city to another occasionally without the great cost of building a settler.

Migrants.

I think adding migrants is common change with "pop_cost = 3" for settlers.
Can you change voting for:

migrants = yes & settlers "pop_cost = 1"
migrants = no & settlers "pop_cost = 1"
migrants = yes & settlers "pop_cost = 3"
migrants = no & settlers "pop_cost = 3"

Keeping the voting simple

I agree with Edrim that adding migrants makes most sense to be added with "pop_cost = 3" for settlers. But I would rather have two separate votes than the combined one you suggest. Reason is people can then choose from a range of pop_cost. Why not pop_cost = 2 ?

The other change that should probably happen if pop_cost = 3 is increasing the number of starting settlers. I would prefer to start a FFA game with 5 settlers not 2. But 5 starting settlers is too many for a team game.

In fact my thinking is to try to add migrants this game and then have 2 votes next game to change pop_cost and start_units.
