1. Winners are determined as described in the LT game rules, unless noted otherwise
2. Winners will be awarded scoring points at the end of a game if:
2a) They are not AI
2b) They didn’t take over an account after turn 10
2c) They are not defined as idle (currently: 10 turns or more idle)
2d) They are not defined as dead (currently: having no cities)
3. When the winners of a game have been declared, the scoring points of all participating players are redistributed:
3.1. Players enter a longturn game with {[# of scoring points before the game] minus ([# of scoring points before the game] times [P])}
3.2. If a player has no scoring points upon entering a longturn game, his number of scoring points is set equal to 1000
3.3. 'P' is by default equal to 0.1
3.3a) The default value for 'P' is used for team-games and non-alliance games
3.3b) for alliance games, 'P' is calculated as follows:
{[# of players] divided by [# of winners]} = [Q]
If Q is between 1.00 and 2.10, P = 0.0
If Q is between 2.11 and 2.50, P = 0.025
If Q is between 2.51 and 3.50, P = 0.05
If Q is between 3.51 and 4.50, P = 0.075
If Q is between 4.51 and 6.00, P = 0.1
If Q is between 6.01 and 10.00, P = 0.125
If Q is over 10.00, P= 0.15
3.4. If a player is awarded victory..
3.4a) the scoring points subtracted from his total at the start of the game are returned to him
3.4b) in addition, he receives {sum of ([# of scoring points before the game] times [P]) of all non-winning players, divided by [# of winners]
3.5. If a player is not awarded victory he loses the scoring points subtracted from his total at the start of the game

Example:
An alliance-game with 30 players is won by 5 players. All players had 1000 points before the game. Q = (30/5 = 6), so P = 0.1. This means upon entering the game all players 'bet' 100 points and are left with 900 points. The 5 winners all get the points 'betted' before the game return to them, and in addition they each receive their share of the points 'betted' by the losers, which is 2500 / 5 = 500. So the winners all have 900 + 100 + 500 = 1500 points after the game, the losers all have 1000 - 100 = 900 points left.
.. if the game was won by 1 player: Q = (30/1 = 30), so P = 0.15. The winner had won (0.15 * 1000) * 29 losing players, which is 4350 points for him alone. The losers end up with 850 points, while the winner has 5350 points.
.. if the game was won by 10 players: Q = (30/10 = 3), so P = 0.05. The winners had won (0.05 * 1000) * 20 losing players, which is 100 points per winning player. So the losers end up with 950 points, while the winners have 1100 points.
Clearly the idea is that small alliances defeating big numbers of enemies have a harder time, hence receive a bigger reward after the game; in the most extreme example if more than half of the players gang up against the few players outside of their alliance, defeat them and claim victory (for example 20 winners defeating 10 losers in a game with a total of 30 players), they don't receive any score points for this since it is generally considered dishonorful to win like this.
This idea is only applied to alliance games, not to team-games and non-alliance games. In a team-game all teams have the same size, so 'gangbanging' can't occur (ofcourse teams can cooperate against eachother, but they can't win as a big group). In non-alliance games the special bonus of 'P = 0.15' instead of 'P = 0.1' does not apply; all players face the challenge of winning alone, while in an alliance game a lone wolf faces big alliances to defeat single-handedly hence making a lone wolf victory especially honorful.
Some other features:
- players with a low number of points only risk losing a small number of points, while players with high numbers of points can lose a lot if they can't keep winning.
- if you defeat a line-up of top-ranking players you can steal a lot of points from them, while if you defeat low-ranking players you only gain a little

4. Players are displayed on the ranking list if..
4.1. they have played at least 2 ranked longturn games
4.2. they have played a ranked longturn game at least within the past 3 years
4.2a) players who have not played a ranked longturn game at least within the past 3 years are taken off the ranking list, but their data is stored; they will be restored to the ranking list with their most recent # of scoring points when they play a ranked game again
5. Ranking in the ranking list occurs first by number of scoring points, then by '# times won' and finally by '# times played'.
6. All Normal Longturn games are counted in the ranking list. If the game had a clear and known winner points for victory can be awarded.
I) Idle: Currently: being 10 turns idle according to the Freeciv server
II) Alliance: Group of players who are either allied directly or at least indirectly (player X allied with player Y; Y with Z; so X indirectly with Z)
III) Team: Fixed group of players as defined by the Freeciv server
IV) Normal Longturn game: A publicly accessable game (published through www.longturn.org; open to any player, unless convicted of cheating or other abuse, up to the player limit) with a fixed player list, which can only be changed by replacing or deleting idle players. As opposed to the LTeX games, which have a playerlist that can be changed by adding new players during the game.

About delegation, I agree that this is currently a loophole. Only idle newbies actually get replaced or deleted, any experienced player knows he can stay in delegation till the end of the game.
This might be a solution. If something like this is carried out then for the ranking list the existing rule "idle players can't be winners" would suffice.

Minor points
The sort links at the top don't work for me e.g.

The delegation rules need to be improved becuase at present an absent player can be delegated indefinitely. He does not show upm as idle. This has already impacted some of the recent games.
