What to do with the GL in case of no diplomacy?

The Great Library is already overpowered in big games, even if you can counter it by a tech trading alliance.

I have a few basic questions regarding the rules. Do all of the wonders affect gameplay (I know Apollo and Manhattan definitely do)?

Do you guys think it's worth it to improve Magellan, so you gain more from it? e.g. you get 6 extra movement points instead of 2?
