Victory conditions

Every game should have rules to determine victory. So far longturn games ended when most players agreed that a certain player or alliance was clearly dominant and that there was no point in playing on. Let's make this into a formal rule, so we know how to decide who won the game and when.

Here's a proposal:

Idea: Limited alliance size

As it looks like we'll have full diplomacy in LT6, I'd like to propose a limit to the size of alliances. Because this can't be included in the ruleset, it would have to be a voluntary 'gentlemen's agreement'.
